A Revolutionary Change ot Guild Wars
I was thinking, and I came up with this.
Back in Prophecies, your armor image showed your armor type, but in factions they just made it so they all looked the same and now you can choose to not display your mask. That really didn't help the skill department at all. Now I can't tell if that character is playing healing or smite because there's no mask or clothes to hint you off, troubling against a team of 4 monks. So then I thought... why not just completely change this?
For instance, you start out as a Mesmer/Monk. Later on you discover you can change your secondary. Well why not let us change our primary later? Make our body and everything stay the same, so it may look like a mesmer, but in reality it's a warrior. Seeing as cosmetics no longer matter from the first paragraph, this should be acceptable.
But wait, what about armors? I say let all armor types be available to all classes now. Let elementalists use mesmer armor. Doesn't it make sense to have +Armor on an elementalist who's casting long skills compared to the fast casting of a mesmer? Give absorption rune to all characters aswell like Superior Vigor.
Now the suggestions below are so radical I am thinking about it but not sure what to think just yet.
Let us use more than one elite
Let us use the runes of our secondary
Let us use the primary attribute of our secondary
Anyway, it's all really radical, but I thought it'd be wild to throw this out there and see what people think. Most people don't really think of this, but did at one time. The rules of the game became so engraved that they didn't remember they existed. I know personally if I want to scrimmage in a guild match, I'd like to set rules to allow us to limit our amount of skills, the type of skills, and even let us use more than one elites and also use copies of skills. Just to blend in extra variety and randomness.

They'd have to remake armors for all the professions that don't have the same body type as the original profession. So that's a lot of work, probably too much work considering how 1 armor can take months before it's released. Everyone would have warrior armor plus 1 or 2 pieces that give energy regen.
Basically this idea is getting rid of professions altogether because you can play them all with runes on 1 character. And using several elites will make a lot of unbalanced builds. There's a reason why they made elite skills, after all. Although it probably wouldn't be so overpowered nowadays, the classic example of this, is IW and 100 blades. They were made elite so you couldn't use them together.

Btw if you want to know what type of monk the enemy is playing, select him and look at his skills.

It was always there with FoW armor. Though I've never known of anyone to examine his opponents closely enough to be able to tell from the mask+weapons alone what they are. They usually figure it out by wathing what skills they use (for instance enchated monk is assumed to be boon prot, especially if they eaither cast divine boon or use an energy gain skill. From that you can guess at their whole bar and attribute settings, as well as what weapon sets they have including the one not currently being used)

Aren't there enough casters thinking they're tanks and running up to the foe only to be squished. They're called mana-sinks for a healer. Give a rogue ele (or any other caster, to be fair) the same armor as a warrior and what you'll have is an ele (or other caster) who thinks he/she is invincible and even more of a mana-sink!
IF anything were to change armor-wise, then what I propose is the plain-jane variety of the secondary be made available. This would allow some customization but not an over-balancing one. For example, it would in character/class for my ranger/messer to wear the kitty cat mask of the mesmer (except that currently it's +1 to Inspiration). But if it were the default (plain jane with no perks), then it would be acceptable and fun.
If we could use all runes from our primary and our secondary, why bother to have primaries and secondaries at all? We could all be cookie-cutter heroes. My elementalist minion mistress would then be able to have a superior rune of Death magic which, with her over double energy storage ability (over a necro) would certainly crown anything a necro primary could dream of! While it would be awesome and hilarious, can you say UBER OVERBALANCE?
Elites: yes, I've complained about only being able to equip one at a time. But think about it. Up to eight elites on the skillbar at once. Why even bother going against anyone? Why bother to have any other skills? Hmmmm, must be a reason they're called elite and I don't think it's because they're common.

To the OP,
I understand your position, but it goes too far. The use of minor runes would be nice. The option to have an elite of both primary and secondary would be nice. It would also require a rremendous amount of math work to analyze things out and make sure they balanced for lower and higher level players in PvP areas.
I do not find your statement about armor to be true at all. I have a monk with two separate tat sets. He has two separate head pieces - one for smite and one for heal. In both cases they look just like someone mapped his brain on the outside case. They show absolutely no distinction. I do like a couple of the seemingly new tats in Cantha, but since I cannot tell what they would look like or if they would go with my armor I have no reason to bother trying to purchase them.
Changing the primary would render the need for character slots useless. If I could change my primary at will I would have no reason to have more than one character. I would have no reason to support ANet with the purchase of additional character slots or games in order to be able to play the new classes. I would, however, have no storage issues as it would allow me a total multi-character and three mules. Bad idea for ANet.
Back to armor appearence. I am very extremely pleased with ANet developing armors that are uniform and in which you may choose the options you wish. That was a nice move on their part.
What I would like to see is armor decoration that allows one to indicate their secondary. Perhaps skulls adorn it if you take the secondary of Necro, but flowers & leaves if you change to Ranger.

Why not suggesst full 100% damage absorbtion in all toons armor, and 100% effecient auto hex,curse,degen,etc. removal. That everyone can solo everything without the worry of taking any damage.
I must admit the GvG and PvP might take along time to finish.
